AI assistant (MCP)

Ask your AI assistant about public procurement. It answers from the same data and the same indicators as the site.

What it is

The PeBaniiNostri.ro MCP (Model Context Protocol) server gives your AI assistant direct access to the site's data: direct purchases, offline purchases and tenders from 2018 onwards, the profiles of authorities and suppliers, the national statistics and the ten risk indicators. You ask in your own words; the assistant picks the tools, reads the figures and answers with them, linking to the pages on the site.

You do not need to know CPV codes, CUIs or what a filter is called. The assistant finds them itself and can chain several questions into one investigation: find the authority, read its profile, then go down into an indicator's cases and the purchases behind them.

Server address

https://pebaniinostri.ro/mcp

Streamable HTTP transport, OAuth 2.1 sign-in. The application finds out where to sign in on its own: the first time, you go through a consent screen of ours, then through Google.

30 tools

Profiles, directories, the ten indicators, national statistics and a search over purchases.

Tables, charts and maps

In applications that display MCP Apps, results appear in the conversation as sortable tables, charts and county maps.

Read-only, free

The tools only read open data: 1,000 calls a day, the same budget as the REST API.

Sign in with Google

Google only confirms that you hold an account: no e-mail, name or picture. The site sets no cookie.

How to connect it

Application menus change from one version to the next. If you cannot find these exact names, look for “connectors” or “MCP” in the settings.

Claude (web, desktop and mobile)

  1. Open Settings → Connectors and choose Add custom connector.
  2. Give it a name (PeBaniiNostri, say) and paste the server address.
  3. Press Connect: our consent screen opens, then the Google sign-in.
  4. In a new conversation, turn the connector on from the tools menu and ask your question.

A connector added on the web also appears in the desktop and mobile apps. On Team and Enterprise plans an administrator adds it first.

ChatGPT

  1. Open Settings → Apps & Connectors → Advanced settings and turn on Developer mode.
  2. Back in Apps & Connectors, choose Create, give it a name, paste the server address and choose OAuth authentication.
  3. Authorise the connection: our consent screen, then Google.
  4. In a conversation, pick the app from the + menu and ask your question.

Developer mode and custom apps are available on some plans only.

Claude Code

  1. Add the server from the terminal:
    claude mcp add --transport http pebaniinostri https://pebaniinostri.ro/mcp
  2. In a session, run /mcp, pick pebaniinostri and sign in.

Visual Studio Code (GitHub Copilot)

  1. Create .vscode/mcp.json in the project (or run the MCP: Add Server command):
    {
      "servers": {
        "pebaniinostri": {
          "type": "http",
          "url": "https://pebaniinostri.ro/mcp"
        }
      }
    }
  2. Start the server from the file and sign in when asked. The tools appear in Copilot Chat, in agent mode.

Cursor

  1. Add the server to ~/.cursor/mcp.json:
    {
      "mcpServers": {
        "pebaniinostri": {
          "url": "https://pebaniinostri.ro/mcp"
        }
      }
    }
  2. In Settings → MCP, press the sign-in button beside the server.

Gemini CLI

  1. Add the server from the terminal:
    gemini mcp add --transport http pebaniinostri https://pebaniinostri.ro/mcp
  2. In a session, run /mcp auth pebaniinostri and sign in.

Other clients, and access with an API key

Any MCP client that speaks Streamable HTTP and OAuth 2.1 connects to the address above and finds its own way to sign in.

For a client configured through headers, or for a script, get an API key from your account and send it as Authorization: Bearer <key> or in X-API-Key.

curl -X POST https://pebaniinostri.ro/mcp \
     -H "Content-Type: application/json" \
     -H "Accept: application/json, text/event-stream" \
     -H "X-API-Key: <key>" \
     -d '{"jsonrpc":"2.0","id":1,"method":"tools/list"}'

Example questions

Write them as they come to you, in English or in Romanian. Under each, the tools the assistant usually calls.

An authority's profile

„Profile Cluj-Napoca City Hall: how much it spent each year, on what, whom it bought from, and which indicators flag it.”

The assistant finds the CUI, then reads the profile: spending by year and by stream, the CPV domains, the largest suppliers and the indicators, each score beside the national reference.

Tools used: search_entitiesget_authority_profile

Tenders without competition

„What were the largest construction works lots awarded in 2024 on a single offer?”

The single-bidder lots in CPV division 45, ordered by the money paid, with the SICAP number, the authority, the winners and the estimated value.

Tools used: find_single_bidder_lots

New companies

„Which companies registered in 2023 won public money within their first 90 days? Show me the largest and who paid them.”

Indicator #03's cases, with the days to the first win in each stream, then each company's clients from its profile.

Tools used: find_new_companiesget_supplier_profile

Where the indicators overlap

„Which authorities are flagged by the most indicators, and which indicators most often flag the same ones?”

How many authorities each number of indicators flags, the overlap matrix and the leading authorities, each with its indicators.

Tools used: get_flag_convergence

How competition changed

„How has the average number of offers per lot changed in tenders run by authorities in Timiș county since 2018?”

The assistant looks up the county's code, then reads the competition statistics by year and draws them as a chart.

Tools used: get_reference_valuesget_tender_competition

Searching purchases

„Find the direct purchases of laptops made by schools in Iași county in 2025 and compare the prices they paid.”

The matching purchases, each with its SICAP number linked to the source, the authority, the supplier and the value, then a price comparison.

Tools used: get_reference_valuessearch_purchases

What it can do

Every tool answers from the same operations as the site's pages and the REST API, so the figures are the ones on the site. The assistant chooses them itself; you never need to name one.

Good to know

  • A flagged case is a reason to look, not proof of wrongdoing. The indicators are statistical anomalies; see the methodology.
  • The figures in the tools' answers are ours; the conclusions are the assistant's, and it can get the reading wrong. Every result links to the page on the site where you can check it.
  • The daily budget of 1,000 calls resets at midnight. A tool that reads several sections at once, such as a profile, costs a single call.
  • If you reuse the figures, credit PeBaniiNostri.ro (CC BY 4.0), for example "Source: PeBaniiNostri.ro". You need not credit data.gov.ro as well, unless you redistribute the source records in bulk. Details in the terms of use.
  • What we keep about you is a pseudonym of the Google account, the dates of your first and last sign-in, the key and the number of calls per day. Nothing else; details in the cookie policy.
