Who runs the site

PeBaniiNostri.ro is a not-for-profit civic project, built and maintained by a single person. It is not backed, funded or controlled by any company, party, public institution or other commercial entity, and it earns nothing from advertising or from data.

For the purposes of Regulation (EU) 2016/679 (GDPR), the controller of the data described on this page is the individual who runs the platform. Contact details are at the end of the page.

What a cookie is

A cookie is a very small text file a site saves in your browser, which the browser sends back with every page. Local storage works similarly, but its contents are never sent to the server. Neither can run programs or read other files on your device. The language you choose needs neither: it is part of the page address (<code>/en/…</code> for English).

The Statistics cookies do not exist in your browser until you press Accept. Local storage is never sent to the server.

Traffic statistics with Matomo

We use Matomo, an open-source web analytics platform installed on the platform's own server. The Matomo script is not even downloaded before you consent: until then, your browser sends no request at all to the statistics server.

Once you consent, each page you visit records:

  • the page address and title, and the date and time of the visit;
  • your IP address, anonymised before it is stored (the last two bytes are replaced with zeros), and the approximate country derived from it;
  • the browser type, operating system, device type and browser language;
  • the site you came from, if any, and the download or outbound links you follow;
  • the random identifier in the _pk_id cookie.

We collect no names, email addresses or accounts, we do not follow visitors across other sites, we do not combine the data with other sources, we do no profiling and we make no automated decisions from it. Browser feature detection (resolution, plugins) is disabled to reduce fingerprinting. The data serves one purpose: seeing which sections are used, so we know where the time is worth spending.

Legal basis

Traffic statistics rest solely on your consent — Art. 6(1)(a) GDPR and Art. 4(5) of Romanian Law no. 506/2004 on electronic communications. Consent is optional: you can decline it with no consequence and withdraw it at any time, without affecting the lawfulness of processing carried out before the withdrawal.

The two local-storage values are strictly necessary to respect your choices, so they need no consent (Art. 4(6) of Law no. 506/2004). Without your consent, the site sets no cookie at all.

Where and for how long we keep the data

The site's server and the Matomo instance are hosted in the European Union / European Economic Area, and the statistics data is not transferred outside the EEA. Raw visit data is deleted automatically after at most 6 months. Only aggregate reports remain (for example, “1,200 visits to page X in March”), which can no longer be linked to a person.

Only the platform's administrator has access to the data, plus, in a strictly technical capacity, the hosting provider, which acts as a processor and uses it for no other purpose. The data is never sold, rented or shared with anyone.

Privacy signals and browser settings

If your browser sends the Global Privacy Control or Do Not Track signal, nothing is measured unless you explicitly press Accept — the same as for every other visitor. You can change your choice at any time under Your preferences.

You can also delete or block cookies and local storage in your browser settings, either for all sites or just for this one. The site stays fully usable; the only effect is that your theme and statistics choice are no longer remembered.

External services

Pages load nothing from third parties: fonts, icons, stylesheets and scripts are all served from this site's own server, so no content delivery network learns your IP address or which pages you read. The only external requests are the links you choose to follow, such as those to e-licitatie.ro, and signing in with Google, only if you choose to ask for an API key.

The API account

The account is optional and serves only to obtain an API key and to connect an AI assistant (MCP). You sign in with Google; we ask Google only to confirm that you hold an account, without your e-mail address, name or picture. Google therefore learns that you signed in to this site.

We keep a pseudonym (a cryptographic fingerprint of the Google account id, which cannot be tied back to the account without a secret key held on the server), the dates of your first and last sign-in, the API key and the number of calls per day. We keep no IP address and set no cookie; access codes and tokens are kept only as fingerprints and are deleted when they expire. The legal basis is performing the service you ask for (Art. 6(1)(b) GDPR). To have the account deleted, write to the address below.

Your rights

Under the GDPR, regarding your data you have the right:

  • of access — to learn whether we process data about you and what it is (Art. 15);
  • to have it rectified or erased (Arts. 16–17);
  • to restrict processing and to data portability (Arts. 18 and 20);
  • to object (Art. 21) and to withdraw your consent at any time (Art. 7(3)) — most simply, under Your preferences;
  • to lodge a complaint with the Romanian supervisory authority, ANSPDCP, or with the authority of the EU country where you live.

Because the IP address is anonymised and we collect no identifying data, we usually cannot recognise you in the statistics (Art. 11 GDPR). If you want to exercise a right over this data, send us the value of the _pk_id cookie from your browser: with it we can find and delete the associated visits.

We reply free of charge, within one month of receiving the request.

Changes to this policy

If we change what we measure or how we do it, we update this page and the date above. If the change concerns statistics, we ask for your consent again.
