The rules for using the platform and the limits of interpreting the data.

1. What the platform is
PeBaniiNostri.ro is an independent civic project that republishes and analyses public data on public procurement in Romania. The platform is not affiliated with any public institution and has no official status.
Access is free and requires no account. By using the site you accept the terms below.
2. Source and accuracy of the data
The procurement data is the open data the Romanian Government publishes on data.gov.ro, under the Open Government Licence v1.0. Contains public information licensed under the Open Government Licence v1.0 (Conține informații publice în baza Licenței pentru Guvernare Deschisă v1.0). The data is taken automatically, with no manual corrections.
Errors in the source data carry over here. We do not guarantee the data is complete or error-free and take no responsibility for decisions based on it alone. For any official use, check the data at the source.
3. What a risk indicator means
The indicators are statistical anomalies, not legal findings. A flagged contract is not unlawful for that reason, and an authority or company in the lists is not accused of anything.
Every pattern also has legitimate explanations: a real emergency, a market with a single supplier, a budget that closes at year end. Reading it correctly needs the full context of the purchase.
4. Using the content
The platform's analyses and data are published under Creative Commons Attribution 4.0 International (CC BY 4.0). You may copy, redistribute and adapt them, commercially too, on one condition: credit PeBaniiNostri.ro, for example "Source: PeBaniiNostri.ro", with a link to the site. We do not ask you to credit data.gov.ro as well. If you redistribute the source records in bulk, rather than our figures and analyses, they stay under the Open Government Licence v1.0, which requires the statement "Contains public information licensed under the Open Government Licence v1.0".
Using the platform in ways that harm its availability for other users, including aggressive automated downloading, is not permitted. For bulk data, use the open data section.
5. Right of reply and data corrections
If you represent an authority or company on the platform and believe a piece of information is wrong, you can report it. We check it against the source data and correct the display where needed.
Data correctly taken from the open data cannot be removed on request: it is public information about the spending of public money, and republishing it serves a legitimate public interest.
6. Personal data
The platform processes data about legal entities and institutions, not profiles of individuals. Fiscal identification codes and company names are public information from official registries.
About site visitors we collect traffic statistics only with their consent, under the conditions described in the cookie policy.
7. Changes to these terms
We may update these terms as the platform changes. The version in force is always the one published on this page, together with the date it was last updated.
